A machine scans over Number 16's body. After a while of scanning the surface, it uses an X-Ray to penetrate the surface and examine his skeletal structure. Dr. Briefs muses as he goes over some data. Finally, he looks up from the large sheet of paper he had been examining. "Your structure seems to be totally different from this Artificial Human, who was made from man." He goes back to studying the blueprints. Finally, the machine finishes scanning Number 16 and slides back. "I was created out of nothing. A perfect machine." Dr. Briefs, "Then this can't be a reference." He looks up at Number 16's data, now displayed on the wall. He hits a button and drops the blueprints. The machine that had been scanning Number 16 lifts away into the ceiling. Number 16 sits up. "Can I be fixed?" Dr. Briefs, "Bulma must be able to do something. Bulma knows better." Number 16 smiles at the cat on Dr. Briefs' shoulder. He reaches out to it, and it climbs into his open hand. He pulls it back and looks down at it. It looks back up at him and purrs. It climbs up onto his shoulder. He raises a hand to hold it. The cat licks the side of Number 16's face, and Dr. Briefs simply watches.

Oolong shovels food into his mouth. Chichi, "This cake is wonderful!" Bulma's mother brings out another dish. "There's still a lot, eat more." Oolong, "I have to eat the big piece of the chocolate cream cake." Muten Roshi, "I spotted it first!" Bulma's mother sets the tray down, and Oolong digs his finger into the cake. Roshi cries out as he watches. Oolong pulls his finger back and licks the cream off. "The faster one gets it!" Roshi digs his finger into the cake and starts moving it around. Chichi watches, wide-eyed, as if appalled. Suddenly, her eyes narrow. "I'd better take Gohan-chan away from them soon." Roshi and Oolong fight each other for the cake. Bulma's mom, "I'm so happy that you like my cakes!" Kuririn and Chaouzu watch from their spot on the couch. Bulma's mom, "There's still a lot more!" Roshi, "Oolong, don't spill your saliva on the cake!" Oolong, "I already did!" Chaouzu looks up at Kuririn. "How come Oolong and they can still have that mood?" Kuririn groans and they both turn back to the TV, where we see Trunks, Yamucha, and Puar already sitting. Well, Trunks is actually lying on the floor, and Puar is, of course, hovering in the air, but come on, details like that aren't essential, are they? As Oolong and Kamesennin banter on in the background, the only five who currently seem to care about the planet flip channels, hoping for word from Cell. We get a different view of everyone, and find that Vegeta is actually with the group, as well, standing off in the back. Vegeta, "Damn it! Why hasn't Cell come?" Three dancing bears take up the majority of the TV screen. Flip a channel, a routine news report out on the street somewhere. Kuririn, "Trunks, is he really going to notify us via the television?" Trunks looks back at him. "Yes, that's what he said."

Yamucha stands up and walks away. Puar looks back at him. "Yamucha-sama!" Puar follows Yamucha. Yamucha turns around. "Puar, if you see Cell on television, tell me. I'm practicing outside." Puar, "Yes, Yamucha-sama!" Yamucha, "There are nine days until the Tenkaichi Budokai. I must grab every minute to practice." Kuririn stands up. "Right." He walks over. "Yamucha, I'll practice with you." Yamucha, "Thank you, Kuririn." Kuririn, "It's the Tenkaichi Budokai, which has the rule that we won't be killed. I'm so anxious to show my strength." They start walking together, and Vegeta of course, watches them in disgust. Kuririn continues, "We haven't fought in a long time." Vegeta, "You won't have a chance to fight this time, either. I'll be the one who takes care of everything. Even Kakkarotto can't be in my way." Yamucha, "You were beaten by Cell, how dare you be so arrogant?" Vegeta, "What? If I can stay in the Room of Spirit and Time for one more day, I can solve all of the problems. I don't need these little bums like you." Yamucha, "Bums?" Vegeta, "You're bums." Trunks, "Father..." Everything and everyone stops, simply watching what will happen next.

An elevator door opens. Bulma runs out, carrying Chibi Trunks with her. "Trunks!" She stops at the table where Roshi and Oolong were fighting, and seeing that Trunks isn't there, turns around. She sees him in the room near the TV and runs to him. "Trunks!" She runs straight through Vegeta, Kuririn, Yamucha, and Puar, which surprises all of them. Trunks watches in surprise. She stares right at him and tears well up in her eyes as she examines Trunks to make sure he's okay. He looks down at her, and she looks back up, satisfied that he's not permanently injured. "What? So you're fine." She stands up, and Trunks leans away. "Piccolo said you weren't killed. I thought you were badly hurt. That's why I rushed here." Chibi Trunks reaches up toward Mirai Trunks. Trunks, "Sorry." Bulma, "Don't let your mother worry for you again." Trunks, "I'm sorry to have you worried for me." He stands back up straight (as opposed to leaning away, as he was before), and comes into range of Chibi Trunks' hands. Chibi Trunks grabs his hair and begins to pull on it. "Let me go! Come on, let go!" Everyone watches, and Oolong makes an observation. "Trunks is grabbing Trunks by the hair." Everyone laughs. Bulma's mom, "He's called Trunks, too? What a coincidence." The 'camera' moves out from Capsule Corporation headquarters as the hair struggle continues. Trunks, "Trunks, let go. Let go! Trunks!"

Cell speeds over the ocean and eventually reaches land. He stares down at the ground passing by beneath him, smiling. He flies in low and travels just above the ground. A large city seems to be going about its business as it would on any other day. People and cars travel about the streets. As buildings begin to explode, everything comes to a stop. People watch in horror as the explosions get closer and closer to them, but for some reason, they lack the mental capacity to, you know, escape. Cell flies straight through a building. Inside, frightened screams go up from a receptionist and other people. Cell walks through an elevator door and into the room. He walks up to the receptionist, who huddles behind her desk. "An internationally broadcast program, where was it shot?" The woman points up and responds in a shaky voice. "Studio B at the top level." Cell, "Thank you." He looks up and slowly hovers into the air. He flies through the ceiling, causing a light fixture to crash down.

Kuririn and Yamucha spar out on the lawn in front of Capsule Corporation. Kuririn falls back and Yamucha flips back into the air. Puar, "Yamucha-sama slipped on Kuririn-san's bald head!" Kuririn and Yamucha hit the ground with a thud. Yamucha looks up at him. "Kuririn, the bald head can work on Cell, too." Kuririn sits up, rubbing his head. "Yamucha-san, don't laugh at me." Yamucha laughs. "But your bald head is very slippery. You can call it 'Slipping Head Trick'." Kuririn stands up. "I think I'd better join Cell." Yamucha jumps forward, then swings forward on his arms and kicks Kuririn in the face with both feet. Kuririn yells and falls back with footprints on his face.

Oolong and Chaouzu watch from the window. Oolong, "What are the two of them doing? How can we get rid of Cell with that?" Muten Roshi giggles, and the two turn around. They find him on his hands and knees in front of the huge television, watching...you guessed it. An exercise show. He laughs and watches two women on screen doing various stretches. Oolong crosses his arms and slides in next to Roshi. "It's driving me nuts. What a dirty old man." Chaouzu, "This is his favorite program." Oolong giggles. "Great!"

Suddenly, one of the girls touches the floor and it explodes right under her. Perfect Cell rises up right under her, with her hands on his head. She actually is lifted into the air with him. Muten Roshi and Oolong cry out and huddle back away from the TV. Everyone turns and looks over toward them. At the TV studio, of course, everyone is screaming. The girl falls off Cell's head and watches him continue rising. Vegeta, "Cell." Puar rushes out to tell Yamucha and Kuririn. "Yamucha-sama, it's Cell! Cell is coming!"

Everyone is gathered around the television. Cell continues to rise up to Studio B, and they change the channel to follow him. They find him on another channel, but he hasn't stopped rising yet. Vegeta, "That monster, Cell..." They flip the channel again to find Cell rising up through a cooking show. Flip another channel, he rises through what would appear to be... I don't know, a soap opera, maybe? They change again and he rises through a show containing people dressed as beavers. Outside the building, light flows out windows, rising progressively higher. They change the channel again, and come to the WHN news. Reporter, "Next, we have world news..." Cell rises up right beside him. He backs away. "Who are you?!" Cell grabs him by the neck. "What are you doing?!" Cell, "Is this Studio B at the top level?" He drops the man, who replies, "Yes" and tells someone else, "Go signal the security guards!" Cell blasts the man, then turns back to the camera. He smiles out at the entire world.

A bright golden explosion. Son Gohan throws ki blast after ki blast at the floor, and several more explosions follow. He lands and hunches over, attempting to raise his ki higher. "I have to excel Super Saiya-jin." He throws another ki blast, resulting in a large explosion. The door to the Room of Spirit and Time swings open. Chichi walks in. "Gohan! Gohan!" He suddenly stops raising his ki and looks over at his mother. "Gohan-chan, Gohan-chan." His aura disappears. "Mother, why are you here?" Chichi, "No reason." She walks right up to him, actually leaning over him as she yells. "You're here instead of studying! How long do you expect to stay?!" Gohan backs away from her. "But, Mother..." Chichi, "You're going to be a great scholar in the future! Can you be one just by practicing like that?! You'll be just as bad as Piccolo!" Gohan, "Mother, Piccolo-san isn't bad..." Chichi, "He's bad, for sure! Piccolo is bad!" Piccolo stands off to the side. "Sorry, Gohan. She forced her way in here." He looks back over at Chichi. Chichi, "Goku-san! Goku-san..." She starts walking around. "I know, he must have hidden somewhere. Gohan-chan, he hasn't taught Gohan-chan to study! He's hiding because he's afraid I'd blame him!" Cell suddenly appears behind her. She turns around. "Goku-san?" Cell hits her, and Chichi falls to the ground. Piccolo, "Cell!" He races toward Cell. Gohan, "Mother..." Piccolo is defeated and falls to the ground. "Piccolo-san!" Gohan runs up to him, but Cell lands there first, with one foot on Piccolo's head. He crushes Piccolo's head, and Piccolo jumps slightly as it happens. Cell flies over and a similar fate befalls Chichi. Gohan screams. Son Goku leans over Gohan. "Gohan! Gohan! Gohan!" He shakes Gohan. Gohan turns back and forth in bed, screaming. "Mother! Piccolo-san!" Finally, he awakens. He sees his father over him and jumps up. "Mother! Piccolo-san!" Goku, "You had a nightmare." Gohan suddenly stops his imminent power up. Goku reaches up and touches Gohan's forehead. "Your temperature is gone. You've been sleeping for two days because of the fever." Gohan, "I'm so sorry." Goku, "Don't be. You've been practicing too hard without rest. Take some rest." Gohan lays back down, and Goku pulls the blanket back over him. "And I'll go on practicing after I wake up?" Goku, "Of course. The practice is tough. You can't stand it?" Gohan, "Yes, I can. I must beat Cell this time to protect Mother and Piccolo-san..." He drifts back to sleep even as he speaks.

"Hello, everyone in the world. Let me take a few minutes here." A cameraman moves for a better angle and trips over the dead man, dropping his camera. His camera gets only Cell's feet, but he picks it up and it pans back up Cell's whole body, of course stopping when he gets back to Cell's face. "In fact, I have good news for you who are living in peace and happiness. This time, I'm going to bring you a time of thrill and excitement." Everyone stares at Cell in fear. Cell smiles. "My name is Cell. You should know that a lot of people were absorbed by a monster. After that monster transformed, it became me." Frightened gasps and screams go up around the room. "First, I must thank you for providing me with a great amount of energy." Out on the streets, people watch the broadcast on small televisions. "Please relax. I don't need anymore energy from living bodies. I have decided to organize a martial arts tournament called the Cell Game. The venue is northwest of the capital, site 20 KS 5. The stage is set up there." At God's Shrine, Tenshinhan and Piccolo watch the announcement on a small TV. "It's different from the Tenkaichi Budokai. If your person loses, the next contestant will come up. This is good for you. If I keep fighting, maybe I'll become very tired." There's a long pause, and then the scene returns to the studio. "The rules are basically the same as the Tenkaichi Budokai. Whoever gives in or part of his body is out will be regarded as losing. I will show mercy, but whomever gets killed will be regarded as losing, too." We go back to Capsule Corporation. "If all of your representatives lose..." Kuririn, "What?" Cell, "...I'll kill every person in the world." Dr. Briefs pauses his work to watch the announcement. "I can see faces filled with fear every day, and at the end, all of you will be wiped out." Number 16 looks over at the TV. Back in the other room, everyone is, of course, shocked and frightened at the prospect of losing. Trunks, "Damn it." Cell, "I'm very confident in my power. I want everyone to take part." He reaches back and blasts out the back wall of the studio. The ki blast continues on through every following building, and of course, the obligatory "mountain in the background explosion" ends it. "If you don't want that, come and take part. I'm waiting for you." People in the room gasp, and one collapses. Cell exits the building and flies away.

Muten Roshi, "He's such a monster!" Kuririn, "He said he wanted to kill everyone in the world." Yamucha, "He's terrible. I was too naive to think that we won't get killed because of the rules." Puar, "Yamucha-sama!" Yamucha, "Who can fight with that monster? Vegeta and Trunks aren't good enough, either! Even Goku..." Trunks is silent, but obviously very angry and frustrated. Bulma looks at him, then at Vegeta. Vegeta pulls off his shirt. "Vegeta, where are you going?" Vegeta, "I don't care how many humans are killed. But unless I kill that monster, I can't cool off my rage." Trunks, "I'm coming, too!" Bulma stops him. "Trunks. Before you go, I'll cut your hair for you. You look horrible." Trunks looks back at her. "I'm sorry." The view switches from the city, to God's Shrine, to the door that leads into the Room of Spirit and Time. "They have forgotten that there was once a young man who fought with Piccolo Daimaou." Inside the room, Son Goku and Son Gohan spar. "They don't know that the warrior who had a deadly fight with the Saiya-jin and Freezer, Son Goku, is still alive."
